Roisin Mulligan is a Programme Executive in the National Retrofit Division at SEAI, developing financial instruments to support the delivery of half a million home energy upgrades across Ireland by 2030.
She played a central role in the design and delivery of the Home Energy Upgrade Loan Scheme, developed by the Strategic Banking Corporation of Ireland in partnership with SEAI, Government departments, the European Investment Fund, and the European Investment Bank.
Roisin contributes to SEAI’s internal working group on the implementation of the Energy Performance of Buildings Directive (EPBD), focusing on finance and data-sharing provisions. She has over ten years’ experience in social investment and retail banking, with a particular focus on integrating ESG criteria into credit risk frameworks.
She is a Director of Altura Credit Union and holds an M.A. in Philosophy and Public Affairs, a Postgraduate Diploma in Social Research, and is currently completing an MSc in Sustainable Finance at the UCD Michael Smurfit Graduate Business School.
